Found another snail-eaten letter from Citibank in the letterbox. Still no sign of your card, but the letter contained instructions on how to activate your card, and a request to provide them with a tax file number and provide a declaration saying you're not a US citizen - otherwise they might apply withholding tax at the top marginal rate and the US IRS may start asking questions.
